Finance tab in offer view can be enabled (visible) or disabled (not visible)

When there is no interface with any Financial Service Provider(s) this functionality can be disabled.
1.3.1.4.c Configuration
The Finance tab can be disabled or enabled through the edit option of the set up key "EnableFinancingList".
When the "Entity key" value is true then the Finance tab is enabled (visible)
and when the value is false then the Finance tab is disabled (not visible).
