The sales incentives are created in the system from the relevant admin page: → ../SetupEntities/SalesIncentivesGridList. If the vehicle in the inventory fulfills the Sales Incentive predefined criteria, then the incentive is listed in this tab, and it is used at during the creation of a sales offer.
